The Knowledge and Human Development Authority (KHDA) plays a central role in shaping and advancing Dubai’s education ecosystem. Through its Quality Assurance and Compliance Establishment (QACE), KHDA supports the development of a high-performing, internationally recognised higher education sector that contributes to Dubai’s broader economic, social, and knowledge-based ambitions. 


KHDA is seeking to appoint an Education Expert – Quality Assurance for Empowerment and Exploration Phases. Reporting to the Head of Quality Assurance for Exploration Phase, the successful candidate will contribute to the development and implementation of quality assurance frameworks, review processes, and policy initiatives that strengthen institutional effectiveness, academic quality, and student outcomes across Dubai’s higher education landscape. 


The role combines strategic and technical responsibilities, including the design and enhancement of quality assurance frameworks, oversight of institutional and programme reviews, performance monitoring, policy development, and sector benchmarking. The appointee will work closely with higher education institutions, accreditation bodies, and key stakeholders to promote continuous improvement, accountability, and alignment with international standards. 


The successful candidate will provide expert guidance on institutional quality assurance, accreditation readiness, academic governance, and quality enhancement. They will contribute to evidence-based decision-making through research, data analysis, and evaluation activities, while supporting sector-wide capacity building and engagement with university leaders and quality professionals. 

Candidates should bring significant experience in higher education quality assurance, accreditation, institutional effectiveness, academic quality, regulatory oversight, or related fields. Experience gained within universities, quality assurance agencies, accreditation bodies, government entities, or higher education regulators will be particularly valuable. 


Applicants should possess a strong understanding of international quality assurance frameworks and review methodologies, together with experience of institutional evaluation, policy development, and quality enhancement. The ability to analyse complex information, exercise sound judgement, and engage effectively with senior stakeholders will be essential. 


An advanced degree, ideally at doctoral level, in Education, Higher Education, Educational Leadership, Quality Assurance, Public Policy, or a related discipline is required. A strong understanding of contemporary issues affecting higher education, including academic governance, student outcomes, digital learning, research quality, internationalisation, and quality culture, will be advantageous.
